Assuming you don’t already call Ireland from the US for free, you should be interested in a new way you can do so, called AllFreeCalls.net.

Yes, or at most for the cost of a call to Iowa - which may already be free for you.

Dial 712-858-8094 and at the prompt dial your number beginning with the 011 international access code.
Catches? Gimmicks?
Nope. None that I can see. This is international phone-calling in 2007. If you’re not making calls for free, you should be paying at most a negligble amount like 2 cents a minute
Anything else?
No time limit on calls. Unlimited number of calls. No need to sign up for anything.

This is nothing else than Futurephone, a weird Iowa toll number that costs you at least 6 cents or more per minute. The state of Iowa, or better these bogus companies, take advantage of an FCC kickback supported by the US Universal Service Fund (USF), so the company generating the calls makes money out of the USF and you. I’m more than sure that this isn’t allowed to continue for long — that’s really not what the USF is for! Don’t get fooled by these services!

I think you’re right that it’s not what USF was intended for, but I don’t see anything to be fooled by. The Iowa number may be weird, but only in set-up not in pricing. If you have free minutes on your mobile plan or a Long Distance plan that will let you call Iowa then the call really is free. The cost of the call to Iowa depends on whatever plan you already have. You could, if you were a crazy, whacky sort of person, even use Skype to call Iowa - though I see Jajah have already blocked the number (not because it’s evil but because it would cost them too much)
